The construction industry has been plagued by labor shortages and difficulty to attract talent for decades. Recent factors—such as the increased construction demand, rising competition, and a lack of educational program funding in schools—have exacerbated the issue.

Diane Kocer, Executive Director, AGC Education Foundation

Diane manages multi-faceted outreach programs that promote and develop construction careers through education and training. She’s responsible for a robust scholarships and grants program and oversees a highly regarded training program for construction professionals. With over thirty years of project management experience, she’s dedicated to creating effective programs that link careers in the construction industry with the state’s school systems and organizations.

Jeff Tobin, COO, Schuchart

Jeff oversees day-to-day operations for Schuchart and is responsible for developing and implementing strategic and tactical plans focused on customer satisfaction, employee engagement, business process improvement, and profitability. A proficient coach and mentor, he excels in creating robust teams dedicated to delivering high-quality projects. Jeff is enthusiastic about construction education and the programs that introduce students to the varied careers in construction.

Sarah Patterson, Workforce Development Director, AGC Education Foundation

Sarah serves as the workforce development director for the Associated General Contractors (AGC) of Washington Education Foundation. Her passion for promoting construction careers to young people is a direct result of her own career in the construction industry that enabled her to change the trajectory of her life. Sarah holds a Master of Education degree and is active on various advisory boards and state work groups focused on career and technical education and advancing student success in Washington state.

Wes Allen, Director, Sno-Isle TECH

Wes serves as the director at Sno-Isle TECH, which is a is a public school in Everett, Washington, offering technical training for high school students. The institution provides preparatory training, certification, and post-secondary credit to students, who can then choose to continue their education, go straight to work in the construction industry, or both. Wes has worked in education for over 23 years, including as a teacher and administrator.

Jen Strutz, Construction Trades Instructor, Sno-Isle TECH

Jen’s background is in architecture, interior design, project management, as well as home remodeling projects. She promotes a high level of collaboration among team members as well as trades within the industry. Her current design-build team consists of students ready to gain experience in construction trades.
