Management of Government property is a critical aspect of contracts subject to FAR 52.245-1, Government Property. DOD’s focus on property management coalesced when The Financial Improvement and Audit Readiness (FIAR), which was initiated in 2010, brought focus to the gaps in the management of government property. FIAR’s stated goal is to improve the Department’s financial and business management operations, allowing it to successfully produce “auditable” financial statements.
The DCMA Guidebook for Government Contract Property Administration (Guidebook) provides a process summary to DCMA personnel for consistent oversight of contractor property management systems and is intended to promote consistency in the methodology and analysis techniques employed by DCMA.

- Attain a basic understanding of the F.I.A.R., its objectives and current status.
- Review the role of automated asset tracking and inventory management, including RFID, in Government Property Management.
