On average, local government entities – schools, cities, utilities and counties – spend a substantial amount of their budgets on wages, salaries and benefits because public services, more so than in the private sector, rely heavily on people performing the work. However, many organizations do not intentionally focus on how turnover risk, vacancy rates and retention initiatives can impact their service delivery. Just as you need a strategic plan, capital improvement plan and master plan, a comprehensive workforce succession plan is essential to ensure critical operations continue when employees retire or move to other organizations.
